Is there any way to switch from APK mode to full MDM mode?

If I install the Headwind MDM agent APK on an Android 10 device, is there any way to switch from APK mode to full MDM mode without factory resetting the device?

I'm interested in having the devices in MDM mode, but I want to avoid factory resetting phones that are already in use.

Headwind MDM is difficult to enroll the software on the user’s personal device because corporate data must be separated from personal data. Headwind MDM is intended for use only on corporate-owned Android devices.
