Headwind MDM launcher is not locking settings when installed as an APK

I downloaded the MDM launcher on the mobile without doing a factory reset so as not to lose data. I connected it to my MDM server, but there is a problem that the settings are not locked and the lock was not applied to the device

If you install Headwind MDM as an APK without doing a factory reset, it has limited functions because it hasn't Device Owner permissions. See more details here: https://h-mdm.com/headwind-mdm-capabilities/#mode
