The WiFi doesn't seem to be configured (see the status bar).
Looks like you have set the "Enroll using mobile data" checkbox in the configuration details. This setting forces the device to use mobile network. If the SIM card is not installed or mobile data is disabled, this will cause an error.
Please uncheck "Enroll using mobile data" checkbox, refresh the QR code to apply settings, and retry. The device must ask to setup WiFi before attempting to download the Headwind MDM app.
