SIM card input being hidden by launcher start

Hello,

During deploiement we face an issue where devices with pin protected sim card where unable to unlock the sim card because the launcher start over the keyguard input preventing the PIN from being typed without existing the kiosk.

Is there a way to setup the launcher to let the sim pin to be inputted
