What are userHints and userHintTypes ?

1) I want to know pupose of these userHints and userTypes tables ?
2) There are default userhinttypes like "hint.step.1" ,"hint.step.2" ect . what do they mean ?
3) In userhints table  there is column "keycode" , what purpose does it serve and when is it created ?

This table is used to manage help popups (hints) displayed to the user at first start.
