How to release any app from the playstore?

I want to release any app from the playstore without restrictions for users to download and use, so I don't have to release them one by one and avoid having to grant permission to each "App not allowed" app. How do I release all permissions?

In the configuration settings you will find a checkbox for permissive mode.

In the permissive mode, Headwind MDM should not block any apps or settings.

The setting may not be applied immediately if there are connectivity issues. If the setting is not applied, try rebooting the device to apply changes.

With permissive mode on and the play store allowed, the user can install apps from the app store.  How can the user use those newly-installed apps?  They are hidden from the launcher, and those apps are not visible in the Headwind admin panel's list of applications.
