I have Samsung Galaxy A16 with Headwind MDM enabled.

When I start Samsung Smart Switch  I get error "Security policy restricts the use of Smart Switch." and Smart Switch does not work. Smart Switch is useful for making backups of Samsung mobile devices.

A solution is described here:
https://docs.samsungknox.com/admin/knox-platform-for-enterprise/kbas/kba-298-smart-switch-fully-managed/

I tried applying "Allow SmartSwitch Run" option for Smart Switch in page "Application settings" of Headwind MDM. However, it did not seem to help.

This is most likely blocked by Knox or something else, maybe some old Android Enterprise was on the phone. But definitely not Headwind MDM.

Perhaps some system policies prohibit running this application in managed mode due to the specific permissions it requests.

Please check whether this application runs in a different mode (for example, Background (Agent) Mode). Just remember to allow this application to run in this configuration.

Try allowing the application to run com.sec.android.easyMover

Also check Configuration Settings -> MDM Settings tab -> Restrictions field.
