I tried to remove an app through change of configuration or send a PUSH message, but the app is still installed.

I enabled the MDM launcher logs and the following message is sent when I try to uninstall (configuration to uninstall an app or send a push message) or to rollback the app to a previous version.

com.hmdm.launcher ERROR Install failed: BLOCKED, extra: DELETE_FAILED_APP_PINNED

What must to be done to uninstall an app?

Looks like MDM cannot delete the pinned app (here's the info about the app pinning: https://support.google.com/android/answer/9455138).

I guess that you need to unpin the app before uninstallation. This must be done manually as Headwind MDM doesn't support pinning and unpinning apps.

The option provided on the link you sent is disabled on Android settings on the device.
I probably found a malfunction process...
I could uninstall or rollback a version.
Nonetheless, first I have to delete the version file I wanted do uninstall/rollback from the HMDM server.
As soon I deleted the file version on "Files" the uninstall process worked fine.
The same error occurred trying to uninstall the Kiosk Demo app when I changed the device to a configuration which the Demo app is set to delete
