What exactly does "Download content" affect in configurations -> common settings?

I'm trying to find out why our devices downloaded 100-400MB each from Google Play Store in a single day on mobile data. I had download content set to "without limits", does that affect Google Play too, or just downloads from our mdm server? I grabbed the device with the most data usage, and its Google Play Store settings were set to allow updates on Wi-Fi only.

"Download content" affects downloads from the MDM server and has no relation to Google play.

Headwind MDM cannot manage the Play Store settings.

There should be a setting directly in Google Play setting sheets which enables or disables updates through mobile network.
