Is it possible to change wallpapers of specific devices in a configuration?

I want to change some users wallpapers but so far only wallpapers can be changed via configs which changes everything.

You can change the design settings (wallpaper of the Headwind MDM desktop) in the configuration details, Design Settings tab.
