Headwind MDM launcher cannot run the content app in the full screen mode.
However the content app itself can turn on the full-screen (immersive) mode: https://developer.android.com/develop/ui/views/layout/immersive The user can open the hidden bars by swiping gestures, though.
If you are using Headwind's kiosk browser, it is running in full screen mode (this behavior is managed by the full_screen application setting, see more details here).
