Block the settings in the notification slider

I want the notification slider to still be available but for the settings to be inaccessible from there. is this possible when not in kiosk mode?

The settings icon in the notification slider is blocked when kiosk mode is turned on (available in the Premium version only).

As far as I know, it is not possible to block this icon without kiosk mode.
