After extracting the text of the QR code, the URL appears to be correct. If I go to the URL directly on my phone (wifi and cellular) it will download the APK. It does this as well on my desktop. 

Another option is to try re-uploading Headwind MDM APK to the web panel. This recalculates the checksum which sometimes helps. - How is this done?

First you need to download the launcher apk to your computer. If you are using the community version, you can download it from https://h-mdm.com/download/

Then, in the MDM control panel, add the launcher application through the Applications tab.
