How do I turn them off via the MDM?

All notifications can only be turned off in kiosk mode.

Use the Enable notifications checkbox in the configuration on the MDM Settings tab.

Enable notifications are off but weather alert still came through on all our phones. All of our devices are in Kiosk mode.
