Android does not provide this option.
You can only disable the enable/disable GPS button using the Restrictions field in the configuration settings, on the MDM Settings tab.
Use no_config_location value
You can also force the user to enable location (this is done through user interface because there's no way to manage GPS remotely in Android).
On the Common settings tab in the configuration, use the GPS On value.
