Permissive mode in Common config not working

I tried setting this option, and now the Admin locked screen still happens, but I can't click to enter admin password.  Is there something else I need to do?

In the permissive mode, Headwind MDM should not block any apps or settings.

The setting may not be applied immediately if there are connectivity issues. If the setting is not applied, try rebooting the device to apply changes.
