The platform keys should be provided by the Android ROM supplier.
If you have the ROM source code, the platform keys can be found here: $ANDROID_ROOT/build/target/product/security/
It is unlikely you could create a system app on an Android emulator because it's using a stock ROM created by Google whose platform keys are kept secret.
