Background image should still be shown when network is off because it should be cached. But the behavior may depend on the nature of the network error, needs to be tested. Please contact the support for further analysis of the issue.
Make sure the image URL returns the HTTP header "Cache-Control: no-cache", and it doesn't return an empty but valid image when network is not working well.
