Do I need to install a MQTT "server" such as ActiveMQ?

Or is something installed automatically on a fresh installation of HMDM Web Panel 3.15 on Ubuntu 18.04?

No, you don't. Headwind MDM web panel already includes an embedded ActiveMQ server.
